I use a tanning bed frequently and also use quality lotions.?

But for some reason my face and neck stays red and does not tan. Anyone have any suggestions on what I can do to solve that problem?

Could be sun damage. Could be an underlying health problem like lupus or poiklioderma (probably not but get checked just in case) Your messing up your skin by letting the UVA and UVB rays getting to it. You will definitely be sorry for it sometime real soon. We are seeing skin cancer in kids as young as 18 on a regular basis. Look up malignant melanoma and see some pictures of how messed up this cancer is. Sun damage is NOT reversible. The damage you do today will be with you forever.
Reply:You need to go about every 2 or three days. It takes anywhere from 2 to 7 days for a tan to develop. If you are going more frequently than that then you are just continuously burning your face and neck and the tan is unable to develop.
Reply:Some people just don't tan very well. With some people they only burn and then go straight to pale. The chemical make up of your skin may not take to tanning in those areas.
Reply:avoid the tanning bed. you are just getting a "pre-cancer" glow. if you could see what you are doing at a cellular level...you would never let another uva or uvb ray touch your skin again. Be kind to yourself...
